The predecessor of modern Germany had a similar fate. Voltaire famously referred to Prussia as "an army with a state", rather than a state with an army. It took the Franco Prussian War, World War I, World War II, and the Cold War to transform Prussia into the modern nation of Germany. Let's hope that Myanmar gets spared the aggravation.
