This is mostly a concern for Myanmar. The US and China can cope without it. This is Myanmar's initiative, particularly the KIA's. The strategy: the KIA participates in the upcoming election. The capital gets temporarily divided in two. One location gets run by the existing military. The other by the KIA, at a location of their choosing. An aspirational goal is set to unite the two capitals in 3 years. The Tatmadaw and KIA enter into a hard core truce. Other relevant parties will have to cope with this as they see fit.
Something like this has worked before, with ancient Rome splitting off to create what was to become the Byzantine Empire. Back then, the Roman Empire had outgrown its ability to be sanely run from one location.
